Historical archive Covering the May 12, 2000 "St. Nazianz Storm" and Recovery

May 19, 2000

To all Village Residents:

THERE IS VERY IMPORTANT INFORMATION IN THIS NEWSLETTER

PLEASE READ IT THOROUGHLY.

IF YOU ARE OUT OF YOUR HOME DUE TO THE STORM, EITHER PERMANENTLY OR TEMPORARILY, PLEASE CONTACT THE VILLAGE OFFICE. WE ARE AWARE OF SOME OF YOU, BUT WE THINK THERE MAY BE SOME OF YOU THAT WE ARE NOT AWARE OF.

WE WOULD ALSO LIKE TO SAVE AS MANY WATER METERS AS POSSIBLE FROM VACATED HOMES. PLEASE CONTACT THE VILLAGE OFFICE.

Building Permits

A building permit application is enclosed. It is for use for repairs of storm damage. There will be no fee for the permits if you are repairing storm damage (windows, roofs, siding). Please apply for these no fee permits prior to September 1, 2000, even if the contractors will be starting after that date. After September 1, we will charge for the permit.

We want each property to file a permit so we have a way of tracking the total damage in the village.

If you are building a new home, there is a different application to complete and there will be a fee for the new home permit or for a new addition, etc., (something you are adding that was not there before the storm) since those things fall under the new state building rules in effect on May 1, 2000. The village hired a certified building inspector for new construction. His name is Mike Angoli. Contact the village office for more information.

Property Taxes

If you need to know the balance of your second installment of property taxes, please call the Manitowoc County Treasurer’s Office at 683-4020. The second installment is due July 31, 2000, but the County will allow property owners in the Village of St. Nazianz to pay until December 31, 2000 with no interest penalty.

Cable TV

The Time Warner Bills were calculated on May 11, 2000 for service from May 23rd through June 22nd. Time Warner has agreed to give every Cable TV subscriber in the village a two-week credit due to the storm. That two-week credit will not show up until the bill that is calculated on June 8th. If you still have cable service, pay this current bill as usual and watch the June bill for the credit.

If you are no longer able to live in your home, please contact Time Warner to tell them to cancel your service as of May 12th, and they will credit your bill.

WDF Loans

Many property owners had a WDF housing rehab loan through the village. Those loans are recorded as a lien against your property and will remain that way, needing to be paid back at some point. The village must return that money to the state when we no longer are using it, so contact the Village Office if you have any questions.

Water Bills

Water bills for most residents will be sent as usual. If your home is destroyed, and we can find the meter, it will be read and you will be billed usage through May 12th. If the meter is not found, an estimated bill will be sent. We are contacting the PSC about the rules for billing the property while construction on new homes may be ongoing. Generally, there is a standby charge for the property. We will be in contact with affected properties later.

Telephone Bills

The telephone company is trying to contact people who no longer have phone service to their home to determine how to handle the situation. Contact the phone company if this pertains to you.

Need Cardboard Boxes??

There is a huge supply of boxes for storage or moving available by asking at the Fire Station or calling the Village Office.

Need Landscaping Chips/Bark??

There is a huge pile of chips for landscape use at the Village brush site and at the Manitowoc County Highway Shop. Please help yourself to the chips.

Park Shelter

The village park was not spared from the storm. We will be canceling all rentals for the month of June. We are hoping to find someone to build the shelters and get the park up and going for July. We will keep everyone posted.

If you go to the park, be careful of unsafe equipment that may not have been removed yet. Everyone should wear shoes to avoid injuries from glass or debris in the grass.

Storm Damage Debris Removal

As of Wednesday, there will be no one responsible for picking up debris, trees, brush, etc. from curbs. There will be dumpsters placed as various parts of the village (Fire House and Park). You may haul your storm debris to the dumpsters for disposal.

Meeting

The Critical Incident Team of the Manitowoc County Human Services Department will be holding an informational meeting for anyone in the storm area whose home was severely damaged on Thursday, May 25th at 7:00 p.m. at the Opera House.

There was a meeting for people whose homes were destroyed on Monday. If you missed the meeting and feel you want to attend on Thursday, please do so.

A representative of the Wisconsin Department of Agriculture, Trade and Consumer Protection will be at the meeting. They will be available to answer any questions and will have consumer protection information relating to contractors.

Lakeshore Cap of Manitowoc is available to help people displaced from their home due to the storm. They work with disaster applications through the Division of Housing and can provide emergency housing for the homeless. The telephone number is 628-3737. Darlene Schuh deals with emergency situations. Her extension is 117. Chris Loose works with the home buyer program. Her extension is 113.

It is truly amazing how our village could be torn apart in a matter of minutes. We are so thankful that everyone has survived this storm. We pray for those who are still recovering from their injuries, both physical and emotional.

It is also amazing how seven days later, the village is looking much better.

OUR VILLAGE COMMUNITY IS STRONGER THAN THAT STORM!!!!
